Direct Line Manager: Finance Officer

Tasks and Responsibilities
Objective 1 – Responsible for the base field payment:

  • Visit the fields during various program/activities to make payments.
  • Support the program’s cash transfer implementation.
  • Make payments and verify the consistency of supporting documents summited in accordance with the AAH procedures, ensuring all invoices are accurate, consistent and signed.
  • Check the nature of all documents presented for payments. (Photocopy, original, pro forma, translation, date, signature, stamp, and terms used, the accuracy of calculations etc.)
  • Handover all unpaid voucher cash balances to Finance Officer.
  • Ensure that physical cash handed for payment corresponds to the total amount on the PVs.

Objective 2 – Ensure compliance of the supply chain guidelines and payment mode:

  • Respect AAH purchasing procedures as per KLV3 when giving an advance and to report to Finance Officer and Finance Manager if these procedures are not respected.
  • Ensure that Logistics and PMs comply with the supply chain guidelines.
  • Liaise with Log department for any discrepancy and missing procedures.
  • Clear and release cash advances with logistics/programs.
  • Maintain and handle properly all PVs/other financial documents

Objective 3 – File and archive finance-related documents:

  • Check that all invoices/supporting documents and their amount corresponds to the cash voucher total value.
  • Photocopy and file all the invoices/documents (base financial books) according to the monthly base book-keeping before sending to Capital office for archiving.
  • Check that all the invoices are present and attached to the PVs.
  • Follow up with programs/Log for supporting documents.
  • Maintain bank, supplier contracts, PAYE,  vendor & all other finance relevant contracts in the finance department
  • Verify and cross-check all base monthly financial documents are correctly allocated & completed as per ACF Archiving guidelines
  • Assist Base Finance Officer in archiving financial files as per ACF archiving guidelines

Internal & External Relationship
Internal:

  • Directly reporting to the Finance Officer.
  • Technically supported by the Field Manager.
  • Liaise with Finance Officer.
  • Liaise with Capital finance team.
  • Liaise with Log team/PMs

External:

  • Beneficiaries (daily workers)
  • Vendors
  • Suppliers

Position Requirements
Qualifications:

  • Minimum of a Bachelor’s Degree/HND in Accounting, Management, Finance or related field;
  • Minimum of 2 years’ experience in a finance and administration-related role.

Skills and Experience:
Essential:

  • 2+ years of experience in one or more of the following areas: Administration, HR, Finance, Logistics
  • Exceptional organization and planning skills, ability to manage and follow work plans
  • Highly developed interpersonal, communication, able to negotiate, influence, give effective feedback, be a team player
  • Able to manage stress effectively, juggle competing priorities, balance various programmatic, logistics and team needs

Preferred:

Direct Line Manager: Nutrition and Health Head of Department

Tasks and Responsibilities
Objective 1 – Collaborate with the Nutrition and Health Head of Department in ensuring that coordination/integration between all ACTION AGAINST HUNGER (AAH) nutrition and health (Both development and emergency intervention) and other department programs at national and state levels:

  • Conduct health and nutritional situation analysis;
  • Ensure effective integration and coherence of AAH’s health and nutritional activities – Primary health care, nutrition surveillance, feeding programs, health system strengthen – in accordance with the AAH country strategy and the national and state Ministry of Health strategy;
  • Support Health and Nutrition Head of Department to ensure the cohesion of the health and Nutrition teams within themselves and with the other sector programs;
  • Support Health and Nutrition Head of Department to ensure programs are harmonized, standardized and in line with the most up to date AAH protocols and tools;
  • Create an archive AAH and Sector Nutrition and Health protocols and tools and ensure this is available and disseminated to field teams.

Objective 2 – Technical support to Sector and Nutrition Project Managers:

  • With the Health and Nutrition Head of Department and Field Coordinator ensure regular technical support to the health and nutrition program managers: technical induction, follow up, evaluation, and promotion of positive team dynamics and motivation;
  • Assist the Health and Nutrition Head of Department in overseeing the work of Health and Nutrition program managers in order to ensure good compliance of activities within the objectives of the mission and of proposals – this includes regular visits to the teams in the field in order to evaluate achievements; to discuss the constraints encountered, the possible solutions and to make recommendations for current and future programs;
  • Evaluate health and nutrition program managers as per the defined schedule and make recommendations for their career path.

Objective 3 – Provide technical support and guidance to Health and Nutrition programs and assessments:

  • Together with the Health and Nutrition Head of Department, guarantee of the technical quality of the health and nutrition activities (respect of AAH protocols and guidelines);
  • Train AAH nutrition and health teams on technical issues (methodology, protocols,) as needs arise;
  • Ensure good quality of the trainings provided by the nutrition and health teams to partners and that these trainings match with AAH and national nutrition and health protocols;
  • Ensure compliance of programmes in achieving project objectives according to current grants;
  • Support field teams implement measures to ensure rational use of medical supplies in all AAH intervention sites to guarantee a high standard of care
  • Provide technical guidance to the pharmacy team with regards to the handlings of medical commodity in coordination with Health and Nutrition Head of Department.

Objective 4 – Represent Action Against Hunger and its interests to donors, partners and counterparts:

  • In coordination with the Health and Nutrition Head of Department, participate in all relevant meetings related to nutrition and health, including meetings with donors, partners, sectors and governmental bodies (when required);
  • Encouraging the collaboration with other agencies, on nutrition and health activities or technical assistance;
  • Support to AAH advocacy activities related to nutrition and health issues (follow up on advocacy plans, press releases), in coordination with the Nutrition and Health Regional Coordinator;
  • Promote AAH as a major actor in health and nutrition in Nigeria; through active participation in the health and Nutrition Sector Technical Working Groups (PHC, CMAM, IYCF and NiEWG) in coordination with Health and Nutrition Head of Department.

Objective 5 – Participate in external coordination within the Health and Nutrition sector /cluster:

  • Active participate in the Nutrition Sector Coordination meetings and health Sector Coordination meetings in coordination with the Health and Nutrition Head of Department;
  • Active participate in LGAs Coordination meetings when required in coordination with Health and Nutrition Head of Department, Field Coordinators and Program Managers;
  • Provide technical support and guidance to partner agencies and relevant governmental bodies, specifically the SMoH SPHCDA, at all levels (state and LGA levels), in the development of national and state nutrition and health policy and protocols for Nigeria in collaboration with the Health and Nutrition Head of Department;

Objective 6 – Participate in monitoring the successful implementation of nutrition and health activities:

  • Collaborate and communicate with the head of departments, Program Managers, and any other AAH resource people in order to ensure the coherence of activities and reports in terms of AAH nutritional and health strategy in coordination with Health and Nutrition Head of Department;
  • Informing/updating the Health and Nutrition Head of Department on the program implementation and any issues on a regular basis;
  • Participation in weekly coordination team meetings and any other general team or strategy meetings;
  • Support AAH Pharmacist on drugs management in coordination with Health and Nutrition Head of Department and Logistic in each base;
  • Follow up of logistics requirements for nutrition and health programs in liaison with the Logistics Department and in collaboration with program managers;
  • Contribute to the overall mission and program strategy, narrative and financial project proposals and reporting, in collaboration with Health and Nutrition Head of Department /support department and other program coordinators as necessary.

Internal & External Relationship
Internal:

  • HR team: Support the HR department on national staff-related recruitment matters;
  • Health and Nutrition Head of Department: line manager, exchange of information and collaboration.

External:

  • Nutrition and Health Sector ;
  • Federal & State Ministry of Health and SPHCDA ;
  • Other Nutrition and Health actors in the region;

Position Requirements
Qualifications:

  • Bachelor’s degree in Medicine, Public health and Nursing

Skills and Experience:
Essential:

  • At least 5 years of experience in managing nutrition and health programs in underdeveloped/ crisis contexts;
  • Humanitarian field experience, preferably with a supervisory role;
  • Excellent skills in report writing and analysis;
  • Sound understanding of national guidelines/protocols; PHC, CMAM, IYCF, IMNCI, RMNCH,  PHC,
  • Experience communicating in different cultural work environments & with a wide diversity of cultures.

Preferred:

  • Previous AAH experience a plus;
  • Work experience in international NGO context, with a sound knowledge of treatment and management of malnutrition and reproductive health issues;
  • Good knowledge of sphere standards

Minimum Gross Basic Salary
NGN 522,793/Month.
